What makes someone a zillennial?
The common description, quoted on Wikipedia, is that this group "probably remember life before smartphones, but not before the internet". They saw both the quieter early 2000s and the fast spread of phones and apps in the late 2000s and 2010s. That is the sense in which they sit between two generations.
Wikipedia lists events that shaped them: the aftermath of 9/11 during childhood, the 2016 Brexit referendum and US presidential election, the COVID-19 pandemic and the 2020 to 2021 George Floyd protests.

The oldest members were in their teens when the iPhone arrived. The youngest were small children on 9/11 and in primary school when smartphones spread. Compare that with a Millennial born in 1985, who was 22 when the first iPhone went on sale, and a Gen Z member born in 2005, who was 2.

Pew draws the line at 1996 because of shared events. Most Millennials were between 5 and 20 when the 9/11 attacks happened, old enough to remember them. People born from 1997 on were too young or not yet born. This cusp group is the people on either side of that line.
Why the cusp idea is popular
Generation ranges are a research tool, not a rule. Someone born in December 1996 and someone born in January 1997 grew up with the same phones, music and school years, yet Pew puts them in different groups. A cusp name gives people near the line a label that fits their experience. Because no organisation defines it, the years shift from writer to writer.
Other micro-generations
